This position will serve as an Engineer within the Community Development Division and provide technical review and engineering advice on planning and construction applications and projects to all communities across Montana that receive funding through the Department of Commerce. Several programs within the Community Development Division (CDD) require staff to analyze applications, summarize, score, and rank/recommend project proposals, and all the programs involve review of technical problems and solutions including the long-term successful maintenance and operation of those facilities that require the input of a professional engineer.

Qualifications : Bachelor’s Degree in Engineering, six (6) years of job related engineering experience and a current Montana Professional Engineer’s License, or the ability to obtain a Montana Professional Engineer’s license within six (6) months of hire. Experience with emphasis in civil engineering is preferred. A candidate with a professional engineer’s license from another state will be required to obtain their Montana Professional Engineer’s license by comity within six (6) months of hire.

Knowledge: This professional position requires a thorough knowledge of civil, environmental and construction engineering with emphasis in drinking water and wastewater systems. Considerable knowledge of building construction is desired. Knowledge of transportation systems including bridge design, storm water and solid waste management systems is a plus. The incumbent must have considerable knowledge of bid documents and the bidding process. The incumbent must have considerable knowledge with environmental assessments, including the NEPA or MEPA processes.
Skills: The incumbent must have excellent technical writing skills and be proficient using a computer, including Word, Excel, and other Windows-based software.
Abilities: The incumbent must be able to communicate effectively with staff, local governments, consultants and the public on an individual basis and in presentations to large groups, including situations that may be confrontational or controversial. The incumbent must have the ability to use sound professional judgment in devising practical solutions to a wide variety of engineering problems. The incumbent must be able to work independently with little to no oversight. Knowledge, skills and abilities with Geographic Information Systems (GIS) is a plus.
